Structure
CARMINE project is implemented through 8 interconnected work packages (WPs), as summarized in the figure below:
The CARMINE project’s success is guided by a carefully structured team and a well-defined work plan. Our Project Coordinator (PC), General Assembly (GA) representatives from each participating institution, and dedicated WP and Task Leaders work together to ensure effective resource management and smooth execution. To uphold the highest standards of quality, ethics, and inclusivity, we’ve established an Internal Advisory Unit focused on quality control, gender equity, risk management, and ethical oversight. Additionally, an External Scientific Advisory Board of distinguished experts—each with significant experience in similar research and Horizon Europe projects—provides guidance and strategic insights.
CARMINE establishes synergies and complementarities with ongoing projects funded under the calls HORIZON-MISS-2021-CLIMA-02-03 (ICARIA, MIRACA, and RISKADAPT), and HORIZON-MISS-2021-CLIMA-02-01 (CLIMAAX). The consortium invites the coordinators of these projects as members in CARMINE’s External Scientific Advisory Board.

Integrating Climate Physical Risk Assessment Models and Earth System Processes
- Close Knowledge Gaps – Uncover local-scale insights on climate hazards and impacts
- Enhance Simulations – Boost global and regional climate simulations for targeted risks
- Strengthen Local Modelling – Provide Nature-Based Solutions (NBS)-relevant outputs through robust local scale modeling
- Develop High-Resolution Models – Create and test integrated simulation chains for local and regional scales
- Enhance Tools – Develop and refine post-processing tools for better data interpretation
- Tailor Outputs – Implement innovative approaches to customize model outputs to user-relevant scales

Community-Based Socioeconomic Vulnerability and Risk Assessment for Transformative Adaptation
- Assess Socioeconomic Vulnerabilities: Evaluate local physical, economic, social, and ecosystem stressors.
- Establish Baseline Risk Scenarios: Develop scenarios to understand the potential impacts of climate change.
- Conduct Cost-Benefit Analyses: Analyze the cost-effectiveness of adaptation measures, including Nature-Based Solutions (NBS).
- Interactive Geostatistical Analysis: Provide user-oriented representations of adaptation options for informed decision-making.
WP4
Co-developing Digital Twin Simulations to Enhance Cross-Sectoral Climate Resilience Frameworks
- Co-design Federated Data Management Solution: Integrate various data types, ensuring GDPR compliance.
- Implement CARMINE Digital Twin Architecture: Develop a robust framework for Digital Twins, ensuring seamless data integration.
- Develop Digital Twins for CSAs: Create tailored Digital Twins for each Case Study Area to support cross-sectoral climate resilience.
- Create Digital Twin Transferability Framework: Enable adaptation of Digital Twins for other metropolitan regions with similar risks.
- Collaborate with DestinE: Align with the Destination Earth initiative to advance climate adaptation technology.
WP5
Integrating Climate Physical Risk Assessment Models and Earth System Processes
- Co-develop IDSS Architecture and Functions: Align with stakeholder needs, sectoral priorities, and best practices.
- Establish Functional Data Connections: Ensure seamless integration and swift data transfer with relevant sources.
- Secure Sustainability: Provide lasting service beyond the project in collaboration with the Mission Adaptation to Climate Change Implementation Platform and C-A Platform.
WP6
Multi-level Climate Change Governance: Policy Pathways to Support R&I Roadmap
- Examine EU Policy Implementation: Assess the current implementation process of EU policies and goals on adaptation in metropolitan regions.
- Develop R&I Roadmaps: Create research and innovation roadmaps to strengthen science-based decision-making for climate adaptation and resilience.
- Enhance Multi-level Governance: Develop a framework to improve governance at all levels, enhancing the capacity to respond to climate-related risks.
- Elaborate Policy Recommendations: Based on the project’s outcomes, provide comprehensive policy recommendations to support climate resilience.

Societal Sharing and Impact Maximization - Dissemination, Communication, and Exploitation
- Boost Visibility & Engagement: Develop and implement a strategy to enhance global awareness of project outcomes and foster connections with similar initiatives.
- Educational Outreach: Create and share training materials to ensure stakeholders can effectively use and benefit from the project’s findings.
- Streamline Coordination: Handle all administrative, legal, and financial tasks to ensure smooth operation and effective cooperation among project components.
